91 Honda Civic hb problems please help?

so one day i drive my car then let it sit over night i go to start it next morning it wouldnt start. its not getting fuel so i changed the fuel pump still wouldnt start up and to say that it is 20 degrees out at mid day so tells you how cold it is at night i tried to see if the main relay is working i cant really tell so my thing is how can you tell if a main relay is bad and what else could be the problem oh ya changed fuel filter too.91 Honda Civic hb problems please help?Hi, I don't believe Honda uses an inertia breaker like Fords. Probably from water infiltration. It has been known to happen every now and then.
