Low pressure side is normally a lift pump within the tank or inline with fuel lines, high pressure is fitted to the engine and abit more difficult to change.

Some of the earlier VW's were only fitted with a vacuum pump which when the engine was cranked the injector pump would lift the fuel through the filter and gravity would take over and hold the fuel in limbo to say.
